Lebanon's New Government Line-Up (update)

Lebanese prime minister-designate Fouad Siniora on Tuesday announced the formation of a new 24-member cabinet, the first elected government since the end of Syria's three-decade military presence.

Following is the new government line-up:
  1. Fouad Siniora: Prime Minister (Sunnite, Saad Hariri's Future Movement Bloc).
  2. Elias Murr: Deputy Prime Minister, Minister of Defense (Greek Orthodox, Affiliated with President Emile Lahoud).
  3. Marwan Hamadeh: Telecommunication (Druze, Jumblat's Democratic Gathering Bloc).
  4. Michel Pharoan: Minister of State for Parliamentary Affairs (Catholic, Saad Hariri's Future Movement Bloc).
  5. Ghazi Aridi: Information (Druze, Jumblat's Democratic Gathering Bloc).
  6. Mohammad Khalifeh: Public Health (Shiite, Speaker Berri's Development and Liberation Bloc).
  7. Charles Rizk: Justice (Maronite, Affiliated with President Emile Lahoud).
  8. Khaled Qabbani: Education and Higher Studies (Sunnite, Saad Hariri's Future Movement Bloc).
  9. Hassan Al Sabaa: Interior (Sunnite, Saad Hariri's Future Movement Bloc).
  10. Trad Hamadeh: Labour (Shiite, affiliated with Hezbollah).
  11. Tareq Mitri: Culture (Greek Orthodox, affiliated with President Emile Lahoud).
  12. Nihmeh Tohmeh: Diplaced (Catholic, Jumblat's Democratic Gathering Bloc).
  13. Nayla Moawad: Social Affairs (Maronite, independent, affiliated with Qornet Shehwan Gathering).
  14. Mohamad Safadi: Public Works and Transport (Sunnite, Tripoli Bloc, affiliated with Saad Hariri's Future Movement).
  15. Mohammad Fneish: Energy and Water (Shiite, Hezbollah member, member of the Loyalty to the Resistance Bloc, Hezbollah member).
  16. Ahamad Fatfat: Youth and Sport (Sunnite, Saad Hariri's Future Movement Bloc).
  17. Jean Hogassapian; Minister of State for Administarive Development (Armenian Orthodox,  Saad Hariri's Future Movement Bloc).
  18. Pierre Gemayel: Industry (Maronite, Pallange Party Reform Bloc, affilated with Qornet Shehwan Gathering).
  19. Fawzi Salloukh: Forreign Affairs (Shiite, independent, affiliated with Amal Movement and Hezbollah).
  20. Joseph Sarkis: Tourism (Maronite, Lebanese Foreces Member).
  21. Sami Haddad: Economy and Trade (Evangelical, affiliated with Saad Hariri's Future Movement).
  22. Talal Al Sahili: Agriculture (Shiite, Hezbollah ally, member of Hezbollah's Loyalty to the Resistance Bloc).
  23. Yaaqoub Sarraf: Environment (Greek Orthodox, Affiliated with President Emile Lahoud).
  24. Jihad Azaour: Finance (Maronite, affiliated with Saad Hariri's Future Movement).

Power Balance

While the above line-up gives 15 ministerial portfolios to the alliance between Saad Hariri's Future Movement, Jumblat's Democartic Gathering, Qornet Shewan Grouping and the Lebanese Forces, it gives President Lahoud, together with the Amal-Hezbollah alliance, the subversive third. 

NB. Changes: The current situation as at March 26, 2006 (the date this amendment was added) is now as follows:

1- Ministers Tariq Mitri, Charles Rizk and Elias Murr changed positions in favor of the March 14 Alliance, thus removing 3 of President Lahoud's share (Lahoud also lost Yaqoub Sarraf who resigned along with the five Shiite ministers as outlined below).

2- On November 10, 2006, five Shiite ministers resigned, namely, Mohammad Fneish (Hezbollah), Talal Sahili (Hezbollah), Trad Hamadeh (Hezbollah), Mohammad Khalifeh (Amal), Fawzi Salloukh (Amal).

3- Another minister, Yaaqoub Sarraf (affiliated with President Lahoud), resigned a few day later.

4- The government also lost another minister with murder of Industry minister Pierre Gemayel on November 11, 2007.

As of then, Hezbollah and allies are demanding the blocking third, which was originally allocated to the president in compliance with the Taef accord. They are demanding the formation of a 30-minister unity government on the basis of 11 for the opposition (Hezbollah and allies), and 19 for the ruling majority.
